What's happening

1. 2025-09-30 — Osaka City publishes its plan to phase out the tokku-minpaku scheme. 2. 2025-11-28 — Regional-plan amendment formally certified. 3. 2026-05-29 — Last day for accepting new applications. 4. Already-certified facilities may continue operating; no new entries after this date. Net effect: Osaka's tokku-minpaku stock will shrink as existing certifications attrit naturally. New entrants to the Osaka minpaku market must choose the Ryokan Act or Housing Lodging Business Act (New Act) path instead.

Investor implications

Short term: existing tokku certifications may carry an acquisition premium (scarcity). Mid term: new entrants are limited to the Ryokan Act (stricter fire-safety bar) or Housing Lodging Business Act (180-day annual cap). Long term: Osaka's minpaku supply mix will rebalance. Other tokku zones (Kitakyushu, Niigata) are too small to move national totals materially.
